At the invitation of Putin, disgraced former Federation Internationale de Football Association president Sepp Blatter turned up in Moscow on Wednesday to watch Cristiano Ronaldo score as Portugal beat Morocco 1-0.
Banned former Federation Internationale de Football Association president Sepp Blatter will fly to Moscow on Tuesday, his spokesman told Reuters.
Blatter was seen arriving at the St Regis Hotel in central Moscow on Wednesday, shortly after watching Portugal play.
No charges have yet been brought and Blatter has repeatedly denied any wrongdoing.
England bid for this year's tournament but lost out to Russian Federation, in spite of being one of the favourites.
He goes on to say "I spoke with one of your colleagues".
"1966 was the last time England held a World Cup, so it is right for them not only to bid, but to organise the World Cup", said Blatter.
"If Fifa would have a little bit of respect knowing I have an official invitation to come here, they should have added an additional invitation to me, by saying, "OK, if you are coming on an official invitation, please be also our guest", this would be the respect".
In 2015, he was banned from "all football activities" for eight years, later reduced to six on appeal, over ethics breaches when he was found to have made a £1.3m "disloyal payment" to ex-Uefa boss Michel Platini.
When asked how if he was banned he could attend the World Cup the former chief quickly responded.

"It is his World Cup now", said Blatter.
"I am suspended and the suspension is as a Federation Internationale de Football Association president. I'm still president, but suspended", he told RT.
