MICHELE KELEMEN, BYLINE: When President Trump called off the summit last week, his aides say the North Koreans weren't answering their calls or coming to meetings.
While in the United States, South Korean media say Kim Yong Chol will likely meet Secretary of State Mike Pompeo, who visited Pyongyang, North Korea's capital, twice recently, to finalize plans for the North Korea-U.S. summit.
The U.S. officials are led by Sung Kim, the U.S. ambassador to the Philippines, who formerly was the U.S. ambassador to Seoul and a top negotiator with North Korea in past nuclear talks.
Yonhap said Kim, who had arrived in Beijing on Tuesday, was travelling with five other North Korean officials.
Moon said on Monday there could be more impromptu talks between the two Koreas in the lead-up to the summit. Chol, the Vice Chairman of North Korea, heading now to NY.
"Solid response to my letter, thank you!" tweeted Trump.
Meanwhile, Russia announced Foreign Minister Sergey Lavrov will visit North Korea on Thursday and hold talks with his counterpart about the situation on the Korean Peninsula. Some U.S. critics suspected Clinton was angling for a hasty foreign policy triumph in his last months in office.
Russian Federation was a member of six-nation talks held between 2003-8 aimed at persuading the North to scrap its nuclear programme.
President Donald Trump and North Korean Supreme Leader Kim Jong-un are expected to meet on or around June 12 in Singapore.
President Trump continued to tease the re-scheduling of a meeting with Kim Jong Un, tweeting on Tuesday that a top North Korean official is en route to New York City for meetings on the possible summit. He used the restricted VIP entrance, according to AFP journalists.
Still, with only a few weeks left until the scheduled summit, such talks are unlikely to reconcile the differing positions over Pyongyang's nuclear arsenal, he said.
"We're still finalising exactly what these meetings will look like", she said.
The on-again, off-again summit seems to be on again.
In Singapore, delegations from Washington and Pyongyang are working out logistics - where the two heads of state will meet, which officials are to hold how many meetings, security issues and how much will be open to the press.

Earlier it was reported Kim Yong Choi was likely heading to the USA, with South Korea's Yonhap News saying it saw the vice chairman's name on the passengers' list for a flight from Beijing to Washington on Tuesday.
Since then, North Korea has rejected US demands for it to unilaterally abandon its nuclear weapons program that experts say could threaten the United States. That is something Kim Jong Un has clearly laid out as a goal.
The key task is to settle the agenda.
While agreeing to halt missile tests and close a nuclear test site, North Korea has not yet agreed to give up its nuclear weapons. And that's part of the explanation for why the United States wants the North Koreans to take steps very soon in the process that show they're serious, like shipping out one or two nuclear weapons.
